Noah Nesin, MD, Appointed PCHC’s Chief Medical Officer
Penobscot Community Health Care (PCHC) is pleased to announce that Noah Nesin, MD, FAAFP, will assume PCHC’s Chief Medical Officer position upon Dr. Bob Allen’s retirement in mid-March. Dr. Nesin is a collaborative leader who believes strongly in the need to transform the health care delivery system through transparency, accountability, evidence, and measurement.

We are honored at this stage of our evolution to have the clinical leadership of Dr. Noah Nesin as our Chief Medical Officer. Dr. Nesin will work with our clinical leaders and providers to ensure that PCHC builds on its reputation for the highest quality care.”
Dr. Nesin grew up Howland (where his father was the community’s family doctor for 39 years) and has practiced as a board-certified family physician in the region for 28 years. He graduated from Tufts University School of Medicine in 1983 and completed his Family Medicine Residency in Duluth, MN in 1986. After completing residency he operated his own private practice for 19 years, and then became a provider and Medical Director at Health Access Network in Lincoln for the next 8 years. He also served for a year as Interim Chief Medical Officer for Maine Community Health Options, the Co-op insurance plan formed under the Affordable Care Act. For the last year, Dr. Nesin has been PCHC’s Chief Quality Officer.

Dr. Nesin has served on the board of Maine Primary Care Association, and currently serves on the board of the Hanley Center, on the Advisory Committee for the Lunder Dineen Foundation, as Chair of Maine’s Academic Detailing Advisory Committee, on the Education Committee of the Finance Authority of Maine, and on the Steering Committee for Maine’s State Innovation Model grant initiative. Dr. Nesin also works closely with Maine Quality Counts on a number of initiatives.
Dr. Nesin will build on the significant foundation of quality built by Dr. Bob Allen, who was the Executive Medical Director of PCHC for over seven years. Under Dr. Allen’s leadership, PCHC was named by Robert Wood Johnson Foundation as one of the 30 “exemplar practices” in America, PCHC gained Joint Commission accreditation, and all eligible practices achieved NCQA Level III. Dr. Nesin will assume clinical leadership of a team of 200 highly qualified clinicians who care for almost 70,000 patients and provide 400,000 visits in 15 practices, stretching from Belfast, to the greater Bangor region, to Jackman in western Maine.
